ROLL CALL - Councilors Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – Present.

City Manager’s Report -
The City Manager reported the following:
· The Downtown Business Improvement District is reimbursing the City for an employee that is working part time to clean downtown streets through the summer and early fall.
· The New York State Rural Housing Coalition announced it will hold its’ annual conference in Auburn on October 7 through the 9th. It is the 23rd annual conference and will be at the Auburn Holiday Inn.
· The City has begun more aggressive enforcement of 2 hour free downtown parking.
Public to be Heard
John Friedel, 77 Swift St – Brought photos of his wood stove and spoke to council about his concern that the proposed ordinance would forbid use of it. Mayor Carnicelli and Mr. Salomone responded.
Report of City Officials – None
Committee Reports –
Councilor Hunter serves on the Auburn Industrial Development Authority and reported on the meeting regarding McQuay and the State Economic Development Zone. He also reported on the recent Auburn Community Baseball meeting news that attendance is up 20-25% and sales has increased.
Mayor Carnicelli asked if Council would agree to switch the order of the agenda.
Ordinances
Ordinance #13 of 2002 amending Chapter 182 of the Code of the City of Auburn entitled “Housing Standards”, at Article VI, Section 182-43. Mayor Carnicelli thanked staff for work involved in research and said she would support ordinance. Councilors Hunter, Jacobs and Dempsey expressed concerns about wording and enforcement. Motion to table by Councilor Dempsey, Seconded by Councilor McNabb. Vote: Councilor Jacob, McNabb, Dempsey vote yes, Mayor Carnicelli voted no and Councilor Hunter abstained. TABLED.
Resolutions
Award Resolution #146 of 2002 authorizing award of the 2002 Chemical bids. Mayor Carnicelli asked for Council consent to omit reading of actual chemical list and just have the Clerk read the company name. All agreed. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli, yes. PASSED.
Appointment Resolution #147 of 2002 authorizing appointments to the Parks and Recreation Commission. After the reading the Mayor noted that the word “re-appointment” appears in the resolution and it should read “appointment”. She asked for Council consent to correct this typo. All agreed. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli, yes. PASSED.
Appointment Resolution #148 of 2002 authorizing appointment to the Youth Commission. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli, yes. PASSED.
Sidewalk Resolution #149 of 2002 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497.440-001. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli, yes. PASSED.
Council Resolution #150 of 2002 authorizing boundary changes to certain election districts within the City of Auburn. All Councilors and the Mayor expressed frustration and criticism of what brought the need for this resolution. Vote: Councilor Jacobs, McNabb, Dempsey and Mayor Carnicelli, no, Councilor Hunter abstained. NOT CARRIED.
Council Resolution #151 of 2002 authorizing the City Manager to advertise for bids for two (2) small sweepers. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli, yes. PASSED.
Council Resolution #152 of 2002 authorizing the amendment to the City of Auburn’s list of polling places. Council questioned resolution and City Clerk and Manager responded. Council again expressed frustration at having to use City of Auburn taxpayer’s funds for extra staff and support for new election districts. Motion to amend resolution to omit Election Districts 19, 20 and 21. Vote: Councilor Jacobs, McNabb, Dempsey and Mayor Carnicelli, yes. Councilor Hunter- abstained PASSED. Vote on Resolution #152 with amendment: Councilor Jacobs, McNabb, Dempsey and Mayor Carnicelli, yes. Councilor Hunter abstained. PASSED.
Council agreed that the Mayor on behalf of Council should send the County Legislators a letter indicating the City’s position on this issue and asking them to change the election districts to avoid the extra burden to the city.
Councilor Dempsey requested Resolution #153 of 2002 authoring the Mayor to forward correspondence to the Chairman of the Cayuga County Legislature voicing Council’s request that the County amend its Legislative Districts. Vote: Councilor Jacobs, McNabb, Dempsey and Mayor Carnicelli, yes. Councilor Hunter abstained. PASSED.

Other Business
Councilor Hunter asked if the aerial truck in City Hall parking lot belonged to the city. Mr. Lupien responded that it was not and the rental company had not picked up yet. It was rented by the City for work on the building.
Councilor Hunter asked what the status of the retirement incentive is. Bea O’Hora and John Salomone responded.
Councilor Hunter commented on the curbing on Gaylord and Howard St.
Councilor Hunter asked if Council could discuss the staffing pattern in the Fire Department as it pertained to the recent retirement of an Assistant Fire Chief. Council discussed with the City Manager and Chief Quill the pros and cons of not filling the position. The City Manager and Chief recommend refilling. Council voiced concerns about the budget. This position is budgeted. Chief Quill spoke to make the case for filling the position. Councilor McNabb spoke of reducing staff to save. Councilor Dempsey asked that more research and options be developed.
Second Public to be heard -
John Freidel, Swift St. – spoke again on the topic of outdoor fire places.
Bill Atkinson, Oak Creek Apts. – spoke about chemicals in pools. He suggested that the City look in to Bacquasil instead of Chlorine.
Rick March, 74 Hamilton Ave. spoke about wood burning out door fire places. He owns one and has had it for 3 years with no complaints from neighbors until now.

Motion to adjourn to Executive Session at 7:35PM to discuss the employment history of a particular individual and the potential sale of City owned land. All in favor. Meeting ended at 8:19PM
